EPS 8.2-01 Emergency Preparedness and Response

ISO 14001:2026 Environmental Procedure Specification

New for 2026 This procedure is written for ISO 14001:2026. It gives your organization a complete, auditable process to identify potential emergencies with environmental impact, rank them by risk, plan prevention, prepare and practice the response, and learn from every real incident.

  • Covers the full cycle: identifying and evaluating potential emergencies, prevention actions, the Emergency Response Plan, training and drills, the response to actual emergencies, and investigation
  • Evaluates each potential emergency with a simple risk model (R = S × O), using ready-made scales for consequences and probability and two risk criteria that decide what goes into prevention planning and what goes into the Emergency Response Plan
  • Defines what the Emergency Response Plan must contain, who develops and approves it, and when it is reviewed
  • Includes four ready-to-fill forms: Register of Potential Emergencies, Emergency Training and Drills Annual Schedule, Emergency Training and Drills Protocol, and Emergency Investigation Report
  • Corresponds to the requirements of ISO 14001:2026 clause 8.2

Prepare for, Respond to and Learn from Environmental Emergencies

ISO 14001:2026 requires you to prepare for and respond to potential emergency situations: plan actions to prevent or mitigate adverse environmental impacts, respond to actual emergencies, periodically test and review the planned actions, train people and inform interested parties. Auditors expect to see how you decided which emergencies matter, what you planned, and evidence that you practiced it. EPS 8.2-01 builds this into one process:

The procedure also sets responsibilities for the CEO, Chief Operating Officer, Process Owners and the Working Group, plus process criteria and key risks. It works alongside EPS 6.1-01 Environmental Aspects Determination and Evaluation, EPS 6.1-02 Compliance Obligations Determination and QPS 6.1-01 Actions to Address Risks.

Who Needs This Procedure

Any organization implementing, maintaining or transitioning an environmental management system to ISO 14001:2026, especially sites that store or use hazardous substances, fuels or chemicals, operate pressure equipment, tanks or pipelines, or discharge wastewater. It also suits organizations moving from ISO 14001:2015 that need a documented, risk-based link between their emergency planning and their environmental impacts. It is useful for environmental, HSE and operations managers, emergency coordinators, management system consultants and internal auditors. It complements the ISO 14001:2026 EMS Manual Template.

FAQ

What does ISO 14001:2026 require, and what does this procedure add?

ISO 14001:2026 requirements: establish processes to prepare for and respond to potential emergency situations; plan actions to prevent or mitigate their adverse environmental impacts; respond to actual emergencies in proportion to their magnitude and potential impact; periodically test the planned response actions where practicable; periodically review and revise the processes and planned actions, in particular after emergencies or tests; provide relevant information and training to interested parties, including people working under your control; and keep documented information to show the processes are carried out as planned. The procedure is written for ISO 14001:2026 and the new Environmental Procedure Specification (EPS) format.

What we added to this template (good practice, not ISO requirements):

  • a Register of Potential Emergencies kept by a working group in each process
  • a risk evaluation (R = S × O) with two criteria that decide which emergencies need prevention actions and which need response actions in the Emergency Response Plan
  • a defined structure for the Emergency Response Plan, approved by the CEO and reviewed every five years and after accidents, new high-risk facilities or regulator directives
  • an annual training and drills schedule with a protocol for each session
  • an investigation commission and report after every actual emergency, with management review updating the Environmental Aspects Register (EPS 6.1-01) and re-checking compliance (EPS 6.1-02)
  • natural disasters such as floods and wildfires among the emergencies to consider, where they can cause environmental pollution
What's included in the package?
One editable 16-page Word document that includes the full procedure and four forms: the Register of Potential Emergencies (ESF 8.2-01-01), the Emergency Training and Drills Annual Schedule (ESF 8.2-01-02), the Emergency Training and Drills Protocol (ESF 8.2-01-03) and the Emergency Investigation Report (ESF 8.2-01-04).
Does it include a ready-made Emergency Response Plan?
No. Every site's plan depends on its own hazards, layout and local emergency services. The procedure defines how the plan is developed (scenario modeling first), the chapters it must contain, who approves it and when it is reviewed. A note in the procedure explains that a documented plan is good industry practice and often a legal requirement, although ISO 14001 does not explicitly require one.
How does this procedure relate to environmental aspects and compliance obligations?
Emergency conditions are one of the situations to consider when you determine environmental aspects (EPS 6.1-01 Environmental Aspects Determination and Evaluation). Legal requirements for permits and emissions come from your Compliance Obligations Register (EPS 6.1-02 Compliance Obligations Determination). After an actual emergency, EPS 8.2-01 feeds back into both: the aspects register is updated and compliance is re-evaluated.
Can I customize it?
Yes. The document is fully editable in MS Word. Replace "Your Company Name", adjust job titles (e.g., Chief Operating Officer, Process Owner), the S and O scales, the risk criteria, the review period and the form columns to fit your organization and national legislation.
